Circumcision Not a "Miracle Solution"

"Last March, the World Health Organization, leaning about studies carried out in South Africa, in Kenya, and in Uganda, advanced the idea of circumcision against the transmission of HIV.

The National AIDS Council (NAC) shows itself very reserved on the media display made around this proposition. They believe that circumcision is only for reducing the risk of infection, but that it is not enough to be circumcised to be fully protected.

The National AIDS Council considers it 'surprising' that WHO and the UNAIDS 'returned so quickly recommendations of circumcision.'

Professor Willy Rozenbaum, the president of the (NAC), indeed says that there is 'a serious risk that people consider, wrongly, that they are totally protected from the virus, and condoms thus have less appeal.'

In fact, circumcision can establish a protection for the transmission of HIV. What is at issue is more a case of ineffective communication. The (NAC) regrets ' the message of a miracle solution which prevailed in the media,' since last March, which 'blurs the existing messages of prevention,' in particular in Africa, where more than 25 million persons are HIV-positive, and where AIDS is the main cause of premature death.

'Though circumcision is unquestionably an important element of the decline of the risks of transmission of HIV from a woman to a man, [it] does not protect directly women, who will continue to become infected,' underlines the (NAC). Besides, 'no search demonstrates that [circumcision] decreases the risk of transmission within the framework of sexual relations between men.'

The (NAC) insists that circumcision is only a precautionary measure, being added to a range of basic precautions to address the epidemic, namely: the condom,"
